China's National Immigration Administration says just now:

starting Jan 8 2023

1) resume in an orderly fashion issuing passports to Chinese citizens to travel abroad and visit friends; permits for going to HK for biz and tourism https://t.co/RH8GB03F0z

Second, resume the acceptance and approval of foreigners
applying for ordinary visa extensions, renewals, and replacements;
issuance, renewals, and replacements of documents to stay in China;
issuance, extension, renewals, and replacements of residence permits in China

Third, resume visa issuance at the port, resume the implementation of the 24/72/144-hour visa-free transit policy, and resume the issuance of temporary entry permits in accordance with the law.

Fourth, resume the issuance of entry and exit permits 出入通行证 for the People's Republic of China, resume the issuance of entry and exit permits for border areas.

Fifth, gradually restore passenger clearance at land ports/water channels, restore in an orderly fashion the crossing of the Chinese border by 边民 residents in the border areas.

Sixth, restore the 边检快捷通道 express pathways in the port areas adjacent to Hong Kong and Macau. People holding relevant travel permits can go through the express pathways

Seventh, gradually restore passenger clearance at water ports passenger clearance, allowing eligible water ports to resume passenger liner entry and exit...conduct pilot restoration for entry and exit of international cruise passengers

Issue boarding and docking documents in accordance with the law, and issue temporary entry permits for foreign crew members who meet the entry requirements of entering PRC.
Cancel the "no landing, no boarding, no docking" measures.
